About the Arts Council

Founded in 1986, the Arts Council | Park City & Summit County is one of the oldest arts and culture organizations in Park City. In the past three decades, we have advocated and secured significant funding for arts and culture. We have incubated numerous arts and culture organizations. We have built audiences for established and emerging artists. We have helped promote our world class cultural tourist destination. Most importantly, we have helped make art part of our community.

Our mission is to serve our Arts & Culture community by driving creative programming, providing valuable resources, and cultivating connections.

We envision a community where Arts & Culture is critical, where creatives thrive, and where all people connect through the arts.

We are an umbrella nonprofit organization that conducts marketing, creative programming, public art activities, and policy/advocacy work. We serve as the designated Local Arts Agency for Park City, North Summit, and South Summit/Kamas Valley and are the only organization with the sole mandate to advance arts and culture countywide.

Our Team


Jocelyn Scudder | Executive Director

Jocelyn joined the Arts Council team in August 2017 as the Community Manager and was appointed to Executive Director in 2019. She has worked in the Arts & Culture sector for 20 years, starting out working for fine art galleries in New York City and Connecticut. She discovered her love for nonprofit work through a position at the Lower East Side Printshop in Manhattan where she helped coordinate studio art programs, classes, exhibitions, and residency programs for established and emerging artists. Before joining the Arts Council, Jocelyn managed the Kimball Art Center’s Education Department for 5 years.

Jocelyn is a strong creative professional with a Bachelor of Arts (B.A.) focused in Fine and Studio Arts from St. Lawrence University. She is a vocal advocate for the arts and is passionate about building connections and supporting creatives and organizations who contribute to our Summit County community.

Originally from the East Coast, she enjoys creating and collecting art, skiing, playing tennis, getting out on the trails, and traveling. Jocelyn lives in Park City, UT. She can be reached at jocelyn@pcscarts.org.


Emma Brake | Events + Accessibility Coordinator

Emma joined the Arts Council team in November 2019 after years of volunteering for local art events. She began as a Project Manager for the Arts Council's pop-up shop BRAND PC and soon after transitioned to a part-time Events & Programs Coordinator role supporting all Arts Council events and programs. Emma's professional background includes hospitality and event planning.

In addition to overseeing events, Emma also oversees the accessibility of our programming. She has completed accessibility trainings including the Breaking Barriers Program provided by the Utah Division of Arte & Museums and Art Access. She has a Bachelor degree in Psychology from the University of Southern Maine and her research studies include art therapy. She is passionate about the positivity art brings to individuals and the community. Originally from "Down East" Maine, Emma enjoys outdoor activities during all seasons here in Park City, UT.


Claire Wiley | Content + PR Specialist

Growing up in a household with an art professor, Claire developed a love for the arts at a very early age. In fact, she would play hooky from school as often as possible to hang out in the photography dark rooms and art studios where her father worked. Claire also developed a love for journalism, which led to a career in television news. As a broadcast journalist, she refined her interviewing and storytelling skills, earning her an Associated Press award. Claire’s next on-air gig was as a radio show co-host. From there, Claire turned to the world of PR and marketing, helping with brand strategies and creative content. 

Now, Claire focuses on creating and sharing compelling stories through film and photography. As a photojournalist, she’s had the opportunity to work in myriad places, such as Southeast Asia (where she lived from 2007-’10), Ethiopia, Kenya and, of course, Park City. Her images have appeared alongside articles for Reuters, USA Today, People, and Golfweek. Claire has also produced and directed documentaries. Her most recent short film is screening across the globe, and has earned awards from festivals in Bozeman, Montana and Singapore.

andrea zAVALA | COMMUNITY INCLUSION & ENGAGEMENT COORDINATOR | Latino Arts Festival Manager

Andrea joined the Arts Council team in March 2022. Originally from Ecuador, Andrea has lived in Park City since 2004 with her Brazilian husband and 3 kids. She has a degree in Hospitality Management and a food & beverage background—she has worked in family restaurants all her life. When first moving to Park City, she gained hospitality experience at Deer Valley Resort, eventually transitioning to a Sales & Event Coordinator position at 350 Main and The Spur leading events big and small, including their events with the Sundance Film Festival. 

Andrea is known for her organization and communications skills, fast pace work ethic, happiness and calmness, and ability to accomplish any kind of challenge. She speaks Spanish, English and Portuguese, and loves to travel. She also serves on the Park City Library board.

Her latest passion project is Lola Eclectic Market Pop-Up show where she features unique and fun clothing and accessories from Latino cultures—a project that grew out of a desire to show Park City what the Latino creative community is made of. She is excited to work with the Arts Council to work on projects like the Latino Arts Festival, ensuring all communities are celebrated and represented through the arts. Thea Henney | Public art Administrator
+ Grants Coordinator

Theodosia (Thea) joined the Arts Council team in February of 2020 as a grant writing intern to support the Arts Council's organizational development. By March 2020 Thea was thrust into a trial-by-fire barrage of COVID-19 emergency funding grants in response to the pandemic; thankfully, her history as a cater/waiter, factory worker, events coordinator, small press poetry editor, LGBTQIA+ book reviewer, health educator, and instructor of undergraduate literature courses prepared her for the unanticipated.

She was promoted to her current role at the Arts Council as Public Art Administrator & Grants Coordinator in June 2021. She holds an MFA in Poetry from the University of Minnesota, which imparted an indelible—and frivolous—delight in the use of semicolons and em dashes. 

She is passionately curious about the intersections of sustainability and climate justice with public art, and endeavors always to learn from the people, environments, and artworks she encounters. Contact can be made via thea@pcscarts.org.


Allison Martínez-Arocho | Latino Arts Festival Youth Program Coorindator

Allison joined the Arts Council team in February 2024 as the Latino Arts Festival Youth Program Coordinator. Allison’s community building experience is centered on cultural education. To date, she has led a Puerto Rican culture study group at the county library, and has offered art workshops at the Living Traditions Festival and at the University of Utah. She has also collaborated with artisans in Puerto Rico to help organize art exhibitions, and acts as a bridge between islanders and Puerto Rican artists in the diaspora. 

Allison is originally from Puerto Rico and earned a Bachelor of Science degree in Computer Science from Meredith College in Raleigh, North Carolina. She runs her studio practice as Alli Arocho in South Salt Lake, and her current artistic interests include painting, sculpting, teaching, studying Puerto Rican folklore, and technology in art. She is excited to create opportunities for young creatives, and is looking forward to building partnerships with the Latino community in Summit County. Our Board

Tim Fellow

Tim Fellow | Board Chair | board of directors

Tim Fellow is the founder and Managing Partner of Ontic Partners, advising private foundations, public charities, and other tax exempt entities across the United States.

He previously worked in financial services where he has spent the last 15 years in banking and investment management, leading teams in trading operations and client service. Tim relocated to Park City in 2018 to help open an office for J.P. Morgan in Salt Lake City, where he worked as a Banker, advising families, endowments and foundations across the Rockies region. Before his career in financial services, Tim was a music educator for six years and toured the US, Europe and Asia as a professional drummer.

In addition to he service as Board Chair of the Arts Council, Tim serves on the board of directors for the Jazz Education Network and as Vice President and Trustee of the Utah Museum of Contemporary Art.


Casey Mezger | Vice Chair | board of directors

Casey Metzger grew up in Maine but has been a Park City resident since 1996 after a spring break ski trip. After enjoying a ski bum lifestyle for the next few years, Casey enrolled at the University of Utah to finish his degree in Business and Sociology. While putting himself through college, Casey worked on Historic Main Street cutting his teeth in the hospitality industry, ultimately becoming bar manager of 350 Main and later, The Spur. In 2008, Casey started a mobile bartending service called Top Shelf Services. Top Shelf helps an array of clients execute fun, safe and memorable events.

Casey, his wife Heather, and their 3 boys reside in Park City and can be found spending their time skiing, dirt biking, hiking, camping, and traveling.

Casey recently finished serving a 5 year term on the board of the Park City Chamber and Visitors Bureau, where he finished as Board Chairman. Casey is excited to now be a part of the Arts Council and help shape the role of Arts & Culture in our community. Casey joined the Arts Council Board in 2023.

Diego Zegarra | Treasurer | Board of directors

Diego is from Peru and has been working in nonprofits since 2009.

He moved to Utah in 2005 to attend the David Eccles School of Business at the University of Utah and decided to stay after finding meaningful and exciting work in Park City. Through the years, he’s been building partnerships and connecting low-income families with resources. With a focus on community organizing, he joined Leadership Park City Class 20 which encouraged him to serve on the boards of Big Brothers Big Sisters, Intermountain’s LiVe Well Center, United Against Bullying Coalition, KPCW, EATS Park City, as Board Chair for Immigrant Legal Services, the Arts Council and on the Bright Futures Advisory Board.

At the Community Foundation, he works on The Solomon Fund, an initiative he helped launch in 2016 which aims at creating more access and opportunity in sports and recreation for low-income Latinx families. A member of Park City Rotary, Diego now leads the Social Equity Initiative, working towards a more equitable and inclusive community.


Marion boland | SECRETARY | Board of Directors

Marion is happy to call Park City home after making the move from Montreal 30 years ago.  She appreciates how our town has changed and values the continued importance of arts, culture, and diversity in our community. Joining the board in 2022, she is excited to jump in and help with the many programs offered through the Arts Council. She brings great enthusiasm, creativity, and a hard-working spirit.

Marion has a long history of entrepreneurship with a background in retail and event management.  She founded RIGHT AT HOME—a local, retail resale shop that works closely with residents, artists, and second homeowners. She has been active in many community causes including the Sundance Film Festival, Peace House, and People’s Health Clinic, Leadership Park City and has served as a board member of the Park City Education Foundation.

lynn wood | Board of directors

After many years as a part-time Summit County resident, Lynn has recently made the mountain town of Coalville, UT her permanent home. Originally from Salt Lake City, she studied piano performance at Brigham Young University later changing her major to accounting. During her 30+ year career as a Certified Public Accountant she has served as tax advisor and financial controller for many small to midsize businesses. In 2021 she scaled back her professional responsibilities in order to devote more time serving area non-profit organizations. She is a lover of old houses, historic buildings and small rural towns.

She is a founding member of NS Unite, a non-profit organization devoted to preserving the unique arts and culture of the North Summit region. Joining the Arts Council in 2022, she is thrilled with the opportunity to work with our local creative community. Music and the arts have always had an important role in her life and she believes passionately in the power of the arts to change individuals and transform communities.

Juliann Fritz | Board of directors

Originally from the east, Juliann first visited Park City on a family ski vacation and always had an affinity for the area. Prior to the 2002 Olympics, she moved to the Wasatch Back to work for the U.S. Ski and Snowboard Association where she was the public relations director for nearly a decade.

Having spent her career working in marketing-communications for nonprofits, agencies, and supporting corporate clients, she now teaches public relations at Utah Valley University. A graduate of Washington and Jefferson College, she majored in Art studying both art history and studio painting. In addition, she earned a Master of Science from the S.I. Newhouse School of Public Communications at Syracuse University.

Alix Railton | Board of directors

Originally from New York City, Alix came to Park City to build her own house – with her own hands – and did so with a couple of friends. 

She is a talented goldsmith, living and working in Park City for the past 30 years.  She has been designing and creating jewelry for 25 years.  She works in silver & gold and utilizes precious and semiprecious stones in her creations.  

In addition to designing and crafting unique pieces, Alix has a talent for creating commissioned one of a kind creations, repurposing owners’ sentimental pieces that would otherwise languish in the bottom drawers of their jewelry boxes.  Alix is honored with astonishing stories while working with her clients, which guide her in designing her creations.  She enjoys making pieces that are at once practical and sentimentally charged.

She joined the Arts Council Board in January 2018.

Debbie Sebek | board of directors

A thirty-year advertising producer and owner of Debbie Krilich Productions; Debbie’s has worked on national print, video and commercials shoots across the USA. She is also an Interior Designer, and owner of On Stage, Debbie uses all the tools of production to creatively and artfully meet each clients needs and bring out the best in every project.

Debbie is a very creative person, making constant artistic choices, to articulate freshness and emotion, she clears-out, re-arranges and renews, fashioning a chic, evolved, elevated, updated, transformed appeal.

Debbie is a life long lover of art, photography, design and outdoor adventure, with the capacity to produce, organize, maneuver, present, update and creatively prepare any project or production. She is so glad to be on the Arts Council’s Board.

Nancy Stoaks | Board of Directors

Nancy is the curator at Park City’s Kimball Art Center, and has loved working with the local Park City and Summit County arts community since 2015.

Originally from the Pacific Northwest, she attended the University of Washington, where she earned her MA in Art History. She focused her studies on Niki de Saint Phalle’s shooting paintings of the early 1960s, and has enjoyed lecturing on this topic at universities, conferences, and museums, including the Seattle Art Museum and the Tate Liverpool. Since then, she has worked in a wide variety of arts organizations, from galleries and a corporate art collection to museums and nonprofit art spaces. She is passionate about the impact the arts have in our lives.

Nancy joined the Arts Council board in 2021.


Kate Wynn | Board of Directors

Kate is a photographer and print artist originally from Yorkshire, England. Specializing in nature and landscapes, she is fascinated with details and depth of field, which she often turns into collages and textiles.

She is one of the artists at Artique in Kamas, and half of Barnwood Boutique, a mobile art gallery she started with a friend in 2021. Based in Francis, UT, Kate is a founder member of Kamas Action—a volunteer organization working for the revitalization of Kamas Valley. She also helped start Kamas Valley History Group and was instrumental in setting up the mobile museum which visits local events, telling stories about the history of Kamas Valley. She runs the social media and websites for both groups.

Kate was honored to be offered a position on the Board in 2022.


bob peek | Board of Directors

Bob Peek moved to the mountains of Park City from the beaches of San Diego in the early 80’s when he was still a teen. His artistic expression at that time sat with the old but soulful cars he would purchase and work on, and his colorful and spontaneous sculptures adorning whichever Old Town miner’s shack he rented with his buddies. 

He started a house painting business which allowed him to purchase a shack or two and he has been shaping spaces into his own characteristic style since then. While guiding the growth of RL Peek Painting has sharpened his keen sense of color and style, he also dabbles in his own artistic expression, which permeates any space he occupies. 

He served two terms on the Park City Public Art Advisory Board and was eager to jump back in to be part of the vibrant art world of the Arts Council of Park City & Summit County. He joined the board in 2022.


sharon Backurz | board of directors

Sharon grew up in Steamboat Springs and started her career as a graphic designer in the big cities of New York, San Francisco and Seattle. She has a long history working with consumer brands, retailers, technology companies, startups of every stripe and hue, nonprofits, and community-based organizations―helping each client realize their goals and potential.

Missing the mountains and small town lifestyle, she and her family moved to Park City where she launched her lifestyle brand Zenzee.

Design fuels Sharon’s life, and she enjoys making things that inspire a smile and add comfort to life’s crazy journey. Sharon has been a board member for 7 years and volunteers her design, branding and marketing skills to the organization.

Sharon and her family love living in Park City. They enjoy skiing, the outdoors and all things Arts & Culture!


Anna frachou | board of directors

Anna Frachou is currently serving as Vice President over International Business at Global Medical Staffing. Prior to this role, Anna was responsible for developing new business across multiple regions including the Caribbean working for large nonprofits. She has over 15 years of experience holding leadership positions in the private and nonprofit sector, including consulting for local and national organizations such as Miami Dade College, The Lab Miami, Mexican American Legal Defense and Education Fund, and The Center for Leadership Innovation. Anna holds two master's degrees, one in International Business Administration at IE Business School in Madrid, Spain and a second from Tulane University’s Roger Thayer Stone Center for Latin American Studies in New Orleans, LA.

Anna has been recognized for her leadership with awards like the NFL's Hispanic Heritage Leadership Award. She continues her passion to serve in the public sector by sitting on foundation and nonprofit boards. She is passionate about creating prosperous communities through business and leadership development. She joined the Arts Council board in 2024, while also serving an active role on the nonprofit’s Latino Arts Festival Advisory Committee.
