Request for Qualifications // Historic Mural in Hoytsville

Historical Mural Artwork in Hoytsville, Utah Celebrating and honoring history, heritage, and culture of Hoytsville and Summit County, UT. The Summit County Public Art Advisory Board (“SCPAAB”) is seeking qualified artists to execute a highly creative two-dimensional mural artwork to be installed on the exterior of the Public Works Building in Hoytsville. The surface material of the building is concrete and brick, and the design should cover at least one-third of the 364’x11’ wall (approximately 121’x11’), with some flexibility based on concept design after community interviews and mural design development. Included in the process will be a “listening tour” — interviews and meetings with Hoytsville residents, local historians, and Indigenous Tribal members. The Mural process may also be documented with photos and video, so applicants should be willing to consent to documentation.

Request for Qualifications: Hoytsville Historical Mural 1 PROJECT BUDGET: Up to $10,000 Budget is inclusive of artist’s fees and related expenses for design, supplies, fabrication, insurance, transportation, travel, permits, and installation. Any fees incurred for design/artwork related engineering, electrical, infrastructure modifications and assistance from the contractors shall be the responsibility of the artist.

PROJECT TIMELINE: The projected artwork install period will take place in Spring 2022, with a completion deadline of June 1, 2022. These dates are subject to change and artists are expected to remain as flexible as possible in this regard. Artwork Goals The SCPAAB seeks an artist or artist-led team to create an artwork that: ● Celebrates a strong sense of place, recognizing that the location of the mural is in the heart of rural eastern Summit County, UT.
● Reflects the rich historical heritage of Hoytsville, UT.
● Embodies the values of the local people, culture, history, landscape and/or wildlife.
● Honors the Indigenous history of the region.
● Engages the Summit County community during artwork project planning, listening tour, and installation. Request for Qualifications: Hoytsville Historical Mural 2
● With Assistance/introductions from the Arts Council, selected artist(s) will execute interviews with community members.
● Engages the viewer beyond the project’s installation.
● Resists general wear, vandalism, or theft and; offers easy, minimal, and low cost maintenance.

ELIGIBILITY: This RFQ is open to all professional artists and/or artist-led teams regardless of race, creed, gender, gender variance, sexual orientation, national origin, age, religion, marital status, political opinion or affiliation, or mental or physical disability. To be considered, artists must have demonstrated experience accomplishing work of similar scope and scale, and using appropriate materials for Utah’s variable climate. Preference will also be given to those with previous large scale project experience and experience with community engagement. Additional consideration may be given to submissions with stated relevance and ties to Summit County, UT. Preference may be given to artists who utilize sustainable practices in their work. SCPAAB Members, employees of Summit County, selection panel members, project personnel, and immediate family members of all of the above are not eligible to apply.

SELECTION CRITERIA & PROCESS: The SCPAAB, in consultation with Summit County staff, will review all properly submitted applications and will select a finalist during a scheduled public meeting. The County Staff Liaison and the SCPAAB Administrator shall coordinate and facilitate the SCPAAB’s actions. After the selection process, the SCPAAB will recommend one artist or artist-led team, and one alternate, to the County Manager. The County Manager may seek input from the County Council. Selection of Public Artwork shall be based upon adherence to the goals associated with the Project and the Summit County Public Art Program. The selected artist or artist-led team will be required to enter into a contract for services with the County. Artist-led teams may not substitute team members after submission unless the County consents to any proposed substitution. The selection of an artist or artist-led team and alternate team for this project will be based on the following criteria:
● Artist’s professional experience represents a developed and successful body of site-specific public art projects of a similar scope and scale as demonstrated by visual documentation; Request for Qualifications: Hoytsville Historical Mural 3
● Demonstrated ability to meet deadlines and budgets and to perform work in a timely, professional manner; ● Willingness of the artist to consult and work collaboratively with the SCPAAB, Summit County staff, Summit County/Hoytsville residents, and local Tribal members to successfully integrate the work into the site and meet any installation requirements, schedules, and deadlines;
● Demonstrated exceptional research skills and the ability to speak with community members to learn about Hoytsville history;
● Demonstrated ability to understand the sense of place and design in a context-sensitive manner as demonstrated by visual documentation;
● Experience with community engagement projects or workshops that were coordinated with past public art projects.
● Strict adherence to the maximum budget of Ten Thousand Dollars ($10,000.00).
